Ang workplace surveillance ay maaaring magmukhang simpleng hakbang para sa seguridad, ngunit ang paglalagay ng CCTV nang walang tamang abiso ay maaaring magdulot ng seryosong legal na pananagutan sa ilalim ng batas ng Pilipinas.

Naging usapin ito matapos ikuwento ni Aya ng MariTeam ang tungkol sa isang kaibigan na nagbukas ng negosyo at naglagay ng CCTV upang maiwasan ang posibleng pagnanakaw ng mga empleyado.

Dito na itinapat ni Aya ang mahalagang tanong: “Legal po ba na maglagay ng CCTV sa opisina na hindi ipinapaalam sa mga empleyado?”

Ayon kay Atty. Marian Cayetano, ang ganitong gawain ay maaaring lumabag sa Data Privacy Act.

“Actually, pwede talaga siyang maging violation ng Data Privacy Act,” aniya.

Ipinaliwanag niya na obligasyon ng employer na ipaalam sa mga manggagawa ang paglalagay ng CCTV at maaari ring maglagay ng malinaw na abiso.

“Kailangang ipaalam ng employer na may ikakabit siyang CCTV do’n sa kanyang business at pwede ring maglagay ng notification [na nagsasabing] ‘This establishment is equipped by CCTV,’” dagdag niya.

Binigyang-diin ni Atty. Cayetano na mahalaga ang transparency dahil ang CCTV ay kumokolekta ng personal na datos.

“Importante talaga na nano-notify ‘yung mga tao kasi ang CCTV, nag-ga-gather ‘to ng personal data so importanteng alam at hindi nakaka-violate ng privacy,” paliwanag niya.

Samantala, binanggit ni Atty. Rafael Rivera ang pinakabagong circular ng National Privacy Commission na nagsasaad na kinakailangang may signage na nag-aabiso sa lahat at hindi maaaring itago o i-store nang matagal ang CCTV footage.

“Kung sakaling kailangan ‘to gamitin, dapat hingin ito sa may-ari at hindi basta-basta ipo-post [sa social media],” aniya.

Paglilinaw ni Atty. Rivera, bagama’t may karapatan ang mga negosyante na protektahan ang kanilang negosyo, dapat ay may makatwirang layunin ang paggamit ng CCTV.

“May management prerogative din kasi so karapatan ng nagnenegosyo na protektahan ang negosyo niya,” aniya—paalala na ang seguridad ay hindi dapat isinasakripisyo ang karapatan sa privacy.

Workplace surveillance may seem like a simple security measure, but installing CCTV without proper disclosure can carry serious legal consequences under Philippine law.

The issue came up after Aya of MariTeam shared a story about a friend who opened a business and installed CCTV cameras to prevent possible theft by employees.

Aya then raised the key question: “Legal po ba na maglagay ng CCTV sa opisina na hindi ipinapaalam sa mga empleyado?”

Atty. Marian Cayetano warned that doing so may violate the Data Privacy Act.

“Actually, pwede talaga siyang maging violation ng Data Privacy Act,” she said.

She explained that employers are required to inform workers about CCTV installation and may even post visible notices.

“Kailangang ipaalam ng employer na may ikakabit siyang CCTV do’n sa kanyang business at pwede ring maglagay ng notification [na nagsasabing] ‘This establishment is equipped by CCTV,’” she added.

According to Atty. Cayetano, transparency is crucial because CCTV cameras collect personal data.

“Importante talaga na nano-notify ‘yung mga tao kasi ang CCTV, nag-ga-gather ‘to ng personal data so importanteng alam at hindi nakaka-violate ng privacy,” she explained.

Meanwhile, Atty. Rafael Rivera cited the latest National Privacy Commission circular, stressing that signage is mandatory and footage cannot be stored indefinitely or shared freely.

“Kung sakaling kailangan ‘to gamitin, dapat hingin ito sa may-ari at hindi basta-basta ipo-post [sa social media],” he said.

He clarified that while business owners have the right to protect their establishments, CCTV use must always have a reasonable purpose.

“May management prerogative din kasi so karapatan ng nagnenegosyo na protektahan ang negosyo niya,” he explained—reminding employers that security should never come at the expense of privacy rights.

Each household was represented by the entire family—parents and children—reflecting the Foundation’s belief that the true spirit of giving is best felt when families are together. The program began at around 10:00 AM and concluded at 1:00 PM, carried out in an organized and compassionate manner for all attendees.


The initiative was led by Love Kryzl and her siblings, who personally planned and actively participated in the gift-giving, games, and communal feast. As an expression of gratitude for the continuous blessings they receive through Purple Hearts Supplement Products, they chose to share their success with the community in a heartfelt and personal way.

As part of the outreach, families received grocery packages, while children were given toys. The event also featured games, raffle activities, and a shared lunch that strengthened the spirit of unity and thanksgiving among participants.

The True Story Behind the Film: "I'mPerfect" Unveils a Vision of Love and Acceptance 


MANILA, Philippines – [November 28, 2025] –  As filming for the Down syndrome movie and Metro Manila Film Festival 2025 entry "I'mPerfect" wrapped, something truly beautiful unfolded. 


While the final day of any film shoot is typically a joyful 'cast wrap' party, the cast, crew and families found themselves instead in an emotional farewell.  


Executive Producer Sylvia Sanchez, when asked for a message, started with a long, tearful, wordless bow.  Not long after, the cast with Down syndrome ran to her, overcome by love. They embraced her tightly, still no words spoken—their silence speaking volumes of the deep bond they shared with her and everyone during the course of the filming. From an instant connection that began as soon as production started, each day of filming became a family-like ritual, a warm get-together with food and conversations in between takes, and punctuated by dance performances by the gifted cast.  While unusual for a regular film shoot, the 'dances' had become a cherished routine: they did not just provide a dose of happy energy; they, along with constant “group hugs,” became a way for everyone to collectively express their love for one another.  Each filming day was, after all, a moment to openly express emotions and celebrate: for the children with Down Syndrome and their parents, the project had become a beacon of hope—an affirmation of their right to exist, to live, and to love.   The film had also become, from the outset, a "thank you" from its creators and producers for the honor of having been instruments to share an original and deeply human story.  By the time the film screens this December, it will make Philippine film history: it is to be the very first love story to feature persons with Down syndrome. 


The genesis of “I’mPerfect” was as quiet and simple: it began when acclaimed director Sigrid Andrea Bernardo, the creative mind behind the mega-hit movie "Kita Kita," once shared a clip from a 2014 production on Down syndrome of hers to Sanchez, and the maverick producer didn't hesitate: it was an immediate "yes"—a courageous and risky step for any studio, especially one without traditional "stars" in the lead roles;  so how, then, to ensure its authenticity, its truth?


The search began. After extensive auditions, the perfect cast emerged. Leading the film are two remarkable individuals, Earl Amaba and Krystel Go, both new to acting, and supported by a vibrant ensemble of special individuals, most of them with Down Syndrome. Completing this extraordinary cast is a powerhouse lineup of respected actors: Joey Marquez, Janice de Belen, Tonton Gutierrez, Zaijian Jaranilla, Sylvia Sanchez, and Lorna Tolentino. With humility in their hearts, the multi-awarded veteran support cast shared one common declaration: that they are willingly giving front-and-center space to these first-time actors who have yet to be fully recognized and embraced—in the industry and in society.


Production commenced in October 2024. The journey took the cast and crew to diverse locations, most notably Nasipit, Agusan del Norte, and a breathtaking rose farm in Claveria, Misamis Oriental—picturesque settings in Mindanao which would become unforgettable backdrops for its poignant, defining scenes all the way to its powerful, climactic ending.

His inspiring journey is captured in MAMAY: A Journey to Greatness, directed by Neal “Buboy” Tan. The film chronicles his rise from hardship to leadership, with Mamay himself serving as Assistant Director to ensure an authentic portrayal of Maranao culture and traditions. According to Atty. Marian Cayetano, the law remains firm on the matter. “Dura Lex Sed Lex”—the law may be harsh, but it is still the law. She explained that extreme need is not among the exempting circumstances under criminal law. “Kahit po sobrang hirap na hirap na siya, hindi pa rin po siya exempted sa criminal liability,” she emphasized.

Atty. Mark Devoma also clarified the distinction between intent and motivation in criminal law. “Intensyon mo talagang magnakaw kasi kailangan mo ‘yung gatas, pero the motivation behind your intent to steal, hindi na po ‘yon kino-consider ng batas,” he said. In other words, even if a person’s reasons seem justified, the act remains a crime under the law.

Another common viewer question was raised: If the police officer already paid for the stolen item, did a crime still occur? Atty. Mark answered clearly: yes. “While commendable ‘yung ginawa ng pulis… under the law meron pa ring krimen na na-commit,” he explained. Criminal liability does not disappear even if the item is returned or paid for.

He added that theft is consummated the moment property is taken without the owner’s consent. “Kahit ibalik mo, kahit bayaran mo, or someone else pays for it, may krimeng nangyari,” he said. While the officer’s compassion was admirable, it does not erase the legal violation.
